General Prosecution of Ukraine decided to take away lands from imprisoned citizens

Administrative Board of INGO "International League for Protection of Rights of Ukrainian Citizens" Mr.Eduard Baghirov was applied by 130 convicts and 60 members of administration of correctional prison # 115 because of peril for the prison to be broken up.

The 20th of August, 2004 the delegation of the League visited the prison # 115, which is situated in Kyiv region, Ukraine. Risk of prison's liquidation arose because of a General Prosecution of Ukraine design to take away lands, used by the institution # 115, general space about 1700 hectares. These lands were granted to the institution for permanent use. It was known that the General Prosecutor Henadiy Vasylyev sent in a letter to the Head of Kyiv regional administration with a proposition to hand the lands over to the prosecution with agricultural aims. This letter breaks articles 154, 84 point "D" of part 3 and point "E" of part 4 of Land Code of Ukraine, article 13 of the Constitution of Ukraine. If Kyiv regional administration will fulfil the General Prosecutor's requirement, there will be the presedent of criminal infringement of laws and the Constitution of Ukrane, done by the oversight body.

Eduard Baghirov sent letters to the President of Ukraine L.Kuchma, Prime minister V.Yanukovych, ombutsman N.Karpachova, leaders of parliamentary groups (Bohatyryova, Yushchenko) with request to take action on the situation.
